Informed Solutions is proud to announce its selection by His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) to accelerate the introduction of advanced data analytics and artificial intelligence towards the development of an Early Warning System for Police Force performance. This innovative project will support HMICFRS continue in its mission to encourage improvements in policing and help make communities safer.
HMICFRS is responsible for inspecting and monitoring 43 territorial police forces across England and Wales, collecting vast amounts of data on police force performance on a regular basis throughout the year. This data collection and analysis supports HMICFRS’ PEEL (Police Effectiveness, Efficiency, and Legitimacy) assessment framework, which assesses the performance of all forces. These inspections enable HMICFRS to collaborate closely with forces to identify opportunities for improvement and maintain high standards in public safety services. The PEEL inspection process supports the detection of issues, facilitating proactive responses and improved outcomes for the public.
Transforming Policing Through Innovation and Collaboration
Building on earlier proofs of concept that identified opportunities to use AI for predicting assessments earlier and responding to them more quickly, Informed Solutions’ trusted expertise in user-centred design, data analytics, artificial intelligence (AI), and machine learning (ML) will be applied to expand this research. The goal is to support HMICFRS in better understanding how to leverage the vast data it collects throughout PEEL assessments to accelerate decision-making and transform its inspection processes to enable better prediction of risk, ensuring more timely responses to emerging risks and challenges.
The partnership will see the further exploration of opportunities to:
- Introduce new ways of utilising data to support a more efficient and risk-based inspection process by examining a broader range of PEEL assessment questions.
- Build HMICFRS’s capability to effectively harness AI and complex data analysis to identify issues requiring early intervention.
- Support HMICFRS in becoming a more data-led organisation, aligning with its long-term AI strategy and enabling it to address sector challenges proactively.
Informed Solutions will apply trusted, proven methodologies designed to manage the complexity of digital transformation, ensuring HMICFRS sets its foundations for the safe, ethical, scalable deployment of AI within the organisation.
Tom Weeks, Chief Strategy Officer at Informed Solutions, commented:
“This partnership with HMICFRS reflects our shared commitment to using innovation and data science to drive better public services. By implementing AI and ML, we can help HMICFRS identify key policing challenges earlier, support more targeted interventions, and ultimately enhance public safety. We are excited to play a role in transforming policing oversight and strengthening trust in law enforcement.”
Jacquie Hayes, Portfolio Director for Insight from HMICFRS added:
“As an inspectorate, we strive to encourage improvements in policing and help make communities safer. Partnering with Informed Solutions supports this aim, by helping us to better understand how we can use our existing data to identify and address challenges in policing earlier and more effectively. We welcome the opportunity to work together and strengthen the approach to data-driven improvements in policing.”
